MINUTES OF A MEETING OF SNITTERFIELD PARISH COUNCIL
HELD IN THE VILLAGE HALL ON MONDAY 13TH DECEMBER 2004,
COMMENCING AT 7.30 P.M.

Prior to the formal agenda, the Chairman asked for one minute silence in memory of former Parish Councillor Bill Parnham.
There followed a 15 minute period of public participation

The Chairman then opened the formal meeting at 7.45 p.m.

3. MINUTES
The Minutes of the Meeting held on 8th November2004, having been previously circulated, were agreed and signed by the Chairman.

4. MATTERS ARISING

(a) Moles at War Memorial
It was noted that the work had been carried out and that two moles had been trapped. It appeared that no more activity had occurred and that the matter had been resolved.

(b) Cemetery Maintenance
The Clerk reported that consent had now been received for the arboricultural work.
Councillor Stammers said that he had contacted the contractor, who would carry out the work in January.
Councillor Stammers said that he had not been able to mow the paths , mainly due to weather conditions.
It was noted that Mr. Hillier no longer wished to remove the spoil; other options were discussed.

(c) A439 Safety Engineering Measures
The Clerk reported that he had attended the launch event and he outlined the proposed measures. He said that a proposal to make an Order for a 50 m.p.h. speed limit had been published. The closing date for objections was
7th January.

(d) Pot Hole - Pigeon Green
Councillor Jocobs reported that repairs had been carried out and the matter was resolved.
It was noted that there was a reduced amount of traffic through the village now that Longbridge Island was again fully functional.

(e) Village Hall Trusteeship
Councillor Jacobs reported that the information sheets from. the Rural Community Council had been circulated to all members.
It was agreed to hold a Meeting of the Trustees following the Parish Council Meeting on 10th January.

(f) Street Sign - Bell Lane
It was noted that the damaged street sign had not been replaced.
Councillor Hobbs undertook to follow up.

(g) Parish Plan
Councillor Stammers reported that a report appeared on the front page of the Snipe. Arrangements would be made for a comments enclosure to be placed in the next issue.

8. TO RECEIVE COMMENTS / OBSERVATIONS FROM COUNCILLORS

Councillor Jacobs

Reported that children continue to congregate at the bottom of
Bell Lane with attendant problems of depositing litter
The Chairman undertook to raise the matter with P.C. Harris

Councillor Stammers

Raised the matter of problems caused by vehicles being parked on pavements throughout the village.
The Chairman undertook to raise the matter with P.C. Harris

Reported that he had attended a Meeting of the Area Planning Committee on 18th November, specifically in relation to an application submitted in respect of Corner Cottage, The Green. He wished to register his strong censure of both Members and Officers for failing to adhere to the policies contained in the Draft Local Plan.
He said that decisions made were not consistent in relation to the increase in volume of dwellings within the Green Belt.
He asked that an appropriate letter be sent to David Nash, Corporate Director, with copies to Paul Lankester, Chief Executive and District Councillor Hobbs.
Councillor Hobbs responded that, in respect of that particular application, the increase in volume was originally 35%, but the proposed demolition of the garage would lead to an overall decrease in volume.
He added that the question of increased volume was considered with all other circumstances on each individual application.
It was agreed that a letter be sent, as requested by Councillor Stammers.
Councillor Stammers undertook to liaise with the Clerk.

Councillor Fitchford

Raised the matter of the Hales Trust and asked if it would be possible for the administration to be taken over by the Parish Council. He said that the current funds amounted to approximately £2,000.
The Clerk expressed doubt as to the feasability of the proposal, but he undertook to make enquiries and liaise with Councillor Fitchford

Asked if a sign could be displayed in Kings Lane indicating a group of houses known as 'The Hill'.
Councillor Hobbs undertook to make enquiries.

Councillor Mrs. Morlidge

Asked about the anticipated date for delivery of the new Notice Board.
Councillor Stammers said that arrangements had been made for delivery on 7th January 2005. He undertook to arrange for installation and, also, disposal of the old Notice Board.

Reported several pot holes in The Green.
Councillor Hobbs undertook to deal.
