ARISING Councillor Jones commented that it was creditable that the Council finances were now in such a good state that there had been no need to increase the Precept. The Chairman said that sufficient reserves had been built up as to enable certain projects to be carried forward |

| 08. | COMMENTS/OBSERVATIONS BY COUNTY AND DISTRICT COUNCILLOR |
| (a) | Referred to the parking problem in Highfield Close and said that he had submitted a bid to the County Council for funding as a capital item. |
| (b) | Referred to the road junction Ingon Lane/A439 Warwick Road and said that he had attended a site visit with an officer of the County Council. As a result, a decision had been made to make adjustments to the traffic signing |
| (c) | Said that Road
Closure Orders were in operation for both Ingon Lane and Wolverton Road The Clerk said that both Orders had been displayed on the Notice Board |
| (d) | Commented on the Project to Reduce the Carbon Footprint and said that Snitterfield School was keen to be included. He added that the school children would be involved |

grass cutting contract with reference to the inclusion of Woodward Court The Clerk said that details of the District Council contract had been requested, but not yet received |
| (f) | Reported that
the Planning Application for erection of a domestic wind turbine at Joiners
Cottage, The Green had been granted The Planning Application in respect of The Old Bakehouse, The Green had been withdrawn. He had been in discussion with the applicants, who intended to submit an amended application |
| (g) | Referred to the Trees in the Park and said that a decision had been made that a prosecution would not be viable. The intention was to proceed by placing Protection Zones and having replacement trees planted |

of Bearley had made a collection of old photographs of the village life,
which he had transferred to a DVD. A film show had been arranged, which
had attracted much interest He suggested that something similar might be appropriate for Snitterfield |

Council understands the need to extend this Edwardian cottage. However,
we are unable to support this application for the following planning reasons. 1. The size is in conflict with the Green Belt Policies PPG2 & PR2 (30% of the original footprint). This extension is over 150% because moving the garage nearer to the new extension brings it under the 5m guidelines and, therefore, must be included in the volume calculations 2. The design, we feel, is in conflict with DEV1, because it will change the character of the area. Also, it is not complying with our VDS guidelines, which clearly sets out on page 8 the requirements for alterations to existing properties 3. The property is in a Conservation Area and the oldest part of our village and we feel that the design is in conflict with EF12 that requires traditional building materials to be used 4. The timber framed extension and the re-location of the garage will block out an important view out from The Green to the open countryside (VDS page 9) 5. This extension materially alters a small Edwardian cottage, once the bake house for The Green. Policy PR1 requires proposals to 'respect and enhance the character of the area'; clearly this design will damage the distinctiveness of the area where all the cottages are Edwardian or Victorian, made in local brick. These bricks were made at the Snitterfield brickyard when the village was part of the Welcombe Estate |

building as it is today. We would like to see two further modifications

The extraction flue is very intrusive and would be better if it were clad and rendered finished, then painted the same as the rest of the building 2. The windows overlooking the adjoining property in bedroom 2 and the dining area should have been opaque film added to prevent loss of privacy for 'Horseshoe Cottage' and 'Avebury' |

| 12. | PROVISION OF AFFORDABLE HOUSING |
| The
Clerk submitted a letter from Mr. Charles Barlow, Rural Housing Enabler,
and a map showing a possible alternative site for affordable homes off
Park Lane. The writer set out the advantages for the site. He also pointed
out that, not only was the site off Bearley Road not large enough, but
it was sensible to have an alternative. It was agreed that details of the correspondence should be made available to all Members and that, in due course, a site visit should be arranged It was further agreed that Mr. Barlow be asked to make the approach to Mr. Shaw, the owner of the land off Bearley Road |
| 13. | REDUCTION OF CARBON FOOTPRINT PROJECT |
| Councillor
Jones reported that, despite publicity in the village, no further volunteers
had been forthcoming to serve on the Energy Efficiency Team He noted Councillor Hobbs' report and stated his intention to visit the school He spoke of the need to notify Ms. Cindy Musgrave of SWEEP of the date of the Annual Parish Meeting It was agreed to provisionally set the date as Monday 2nd April; the Council Meeting to be held on Monday 16th April to avoid Easter Monday Councillor Jones submitted details of fuel supplies to the Village Hall together with comparison of prices using green energy. He also submitted costings for electricity supplies to Street Lighting, again using green energy It was noted that increased cost of supply for Street Lighting would be more than offset by savings in fuel costs to the Village Hall In view of recently announced price decreases, Councillor Jones undertook to submit revised figures to the March Meeting |
| 14. | RURAL CINEMA |
| Councillor
Jacobs reported that he had attended a presentation held at Elizabeth
House on 17th January. The Meeting was well attended and there was a good
deal of support for the project. He outlined the benefits to the community
and said that the scheme would be administered by the District Council.
He gave details of the logistics and said that 4 films, many on offer
approximately 3 months after cinema release, would be available for hire
each month. He detailed the costs and the potential ticket prices based
on audience sizes. He added that it was a potentially significant source
of revenue to the Village Hall He concluded that formal District Council approval, dependant upon obtaining adequate external funding, would be required to enable the scheme to proceed. However, he had no hesitation in recommending that Snitterfield should offer support |
| 15. | PROBLEM OF PARKED CARS - HIGHFIELD CLOSE |
| The
Clerk submitted costs of the three proposed options for action to alleviate
the problem Note was taken of the report by Councillor Hobbs and it was agreed that a representative of the Council should attend the Meeting of the Avon Area Committee to present evidence of the problem and to request funding |
| 16. | COMMENTS/OBSERVATIONS FROM COUNCILLORS |
| Councillor Miss Kimberley
Welcomed the increased use of e-mail for distribution of information to Councillors and suggested that circulation should be widened, e.g. weather warnings etc. to the website During discussion, it was agreed to explore measures to promote the website Councillor Jones Drew attention to the offer of funding to improve access to public footpaths by Mr. Alan Markland, Access Project Officer of Environment and Economy Countryside Recreation Department of the County Council The information was passed Mr. Ken Chatland for information The Chairman suspended the Meeting at 9-15 p.m. to allow a period of public participation The Chairman reconvened the Meeting at 9-30 p.m. |

| 18. | GRASS CUTTING CONTRACTS |
| The
Clerk submitted a quotation from Greenacre Garden Services in respect
of the Cemetery Grass mowing and strimming, every ten days £112 per cut Weedkilling of footpaths, as and when required £55 per treatment A quotation was also submitted from Cleanaway in respect of the Playing Fields, Stocks Tree and War Memorial £1129-64 plus VAT for the season The Clerk pointed to a 2% increase in both quotations compared with 2006 Proposed Councillor
Jones, Seconded Councillor Miss Kimberley Mr. Trueman of Greenacre
Garden Services had stated that in 2006, due to the extremely dry Summer,
grass mowing was only carried out twice a month for two or three months.
There was much greater grass growth late in the season, October to November.
He suggested that some latitude might be given to extend the mowing
season to November in similar circumstances |
| 19. | CLERK'S PAY AND CONDITIONS |
| Councillor Miss Kimberley
presented a report from the Working Party on the subject and submitted
a draft copy of the Contract of Employment. She said that no decision
had been made in relation to the salary. She added that deliberations
had been hindered by not having access to the 'Green Book' It was agreed that, in order to progress the matter, enquiries should be made to obtain a copy of the 'Green Book' There being no further business, the Chairman declared the Meeting closed at 9-55 p.m. |
