MINUTES OF A MEETING OF SNITTERFIELD PARISH COUNCIL
HELD IN THE VILLAGE HALL ON MONDAY 11TH JULY 2005,
COMMENCING AT 7.30 P.M.

01. APOLOGIES FOR ABSENCE
      County and District Councillor R. G. Hobbs

02. DECLARATIONS OF INTEREST
       None

03. MINUTES
       The Minutes of the Meeting held on 13th June, 2005, having been previously circulated,        were agreed and signed by the Chairman

04. MATTERS ARISING
(a) Grass Cutting
      Councillor Stammers said that the standard was satisfactory, but he recommended a       shorter cut in the Small Playing Field
      The Clerk undertook to follow up
(b) Protected Trees at the Park
      It was noted that there was nothing further from the District Council, but that Mr. Chatland       had enlisted the assistance of C.P.R.E.
(c) Trafalgar Day
      Councillor Jacobs said that he would be content to head the organising committe
      He undertook to contact village organisations to gauge the interest
(d) Planning Enforcement Matters
      Nothing further to report
(e) Playing Field Fencing
      It was agreed to obtain quotations for repair/replacement of the wire fencing to the Small       Playing Field
      Also, to obtain quotations to cut back the overgrown hedge
      There was also discussion on the problem of youths drinking alcohol in the Small Playing       Field; this deterred young children from using the equipment
      Anti Social behaviour in other parts of the village was also quoted
      It was agreed to request the Community Police Officer to give attention
(e) Cemetery Maintenance
      Councillor Stammers said that it had not been possible to arrange a working party
      It was agreed to obtain quotations to carry out this work

08. FLOODING FOLLOWING RECENT HEAVY RAINFALL
Councillor Stammers introduced the subject and said that, as a result of the heavy rainfall, floodwater had entered four houses in School Road. There was evidence of sewage in the floodwater in Brook Cottage
A Severn Trent manhole cover had been lifted allowing storm water and sewage to escape onto the highway
He said that it was evident that the system in the area of Bell Lane, Wolverton Road and School Road was unable to cope with any increased pressure
He added that he had contacted Severn Trent Water by telephone and employees had attended the scene and carried out a cleaning operation
He recommended that a letter be sent to Severn Trent Water expressing the Council's concern and asking that
(1) Manhole covers 4901, 4003 and 4001 be lifted, chambers inspected and pipes cleared of       any obstruction
(2) Repair damage to highway around manhole cover
(3) Survey storm water/sewage system and identify improvements in order to ensure that it is       adequate to cope with demand
This course of action was agreed

Councillor Hobbs arrived at the Meeting at 8-40 p.m.
He said that he was aware of the problem and that the County Council had urged Severn Trent Water to expedite the appropriate work
He added that County Council employees would be cleaning out the gullies on 21st July

09. DOG FOULING
Councillor Mrs. Morlidge introduced the subject and said that she had been approached about the provision of a Dog Litter Bin in Park Lane. She said that this road was on a route taken by dog walkers and pointed out that the Dog Litter Bin in Church Road was often full
It was agreed to go ahead with the provision of a new Dog Litter Bin, to be sited at the lay-by in Park Lane
Councillor Hobbs undertook to take up the matter of emptying the Dog Litter Bin in Church Road

10. PARISH PLAN
Note was taken of the draft Parish Plan, copies of which had previously been circulated
Councillor Stammers said that an Action Plan would need to be completed prior to the adoption of the final Plan
He said that copies of the Action Plan would be forwarded to Members for consideration in due course
It was agreed that an additional Meeting should be held on Thursday 15th September for the sole purpose of considering and adopting the Parish Plan

11. TO RECEIVE COMMENTS/OBSERVATIONS FROM COUNCILLORS
Councillor Mrs.Morlidge
(a) Introduced the subject of the destruction of hedgerows at Snitterfield Fruit Farm
      Councillor Hobbs said that the District Council Enforcement Officer was dealing with the       matter. Enquiries were being made to establish the ownership of the land in order that the       persons responsible can be interviewed
(b) Said that the village sign in The Green had become overgrown and queried the possibility       of re-siting the sign 
      After discussion, Councillor Mrs. Morlidge undertook to advise the landowner to cut back       the hedge
Councillor Hobbs
(a) Reported on the ongoing matters being dealt with by the Enforcement Officer
      An Enforcement Notice had been issued to the owner of Corner Cottage The Green in       respect of the wall at the front of the house. The owner would have time to submit a       retrospective planning application 
(b) The situation with regard to the caravans at Snitterfield Fruit Farm was still ongoing

There being no further business, the Chairman declared the Meeting closed at
9-25 p.m.
