MINUTES OF A MEETING OF SNITTERFIELD PARISH COUNCIL
HELD IN THE VILLAGE HALL ON MONDAY 13TH JUNE 2005,
COMMENCING AT 7.30 P.M.

03. MINUTES

The Minutes of the Annual Meeting held on 9th May, 2005, having been previously circulated, were agreed and signed by the Chairman, after the following amendment had been made at the end of Item 11 Finance, include

04. MATTERS ARISING
(a) Dog Fouling
The Clerk reported that he had been informed that permanent signs were not available
He undertook to continue his efforts to contact the Dog Warden for advice
Councillor Fitchford was thanked for his work in displaying the laminated signs
Councillor Stammers said that the situation in the Large Playing Field was much improved

(b) Grass Cutting
Councillor Stammers reported that he had checked the various sites
He said that there was a need to cut the grass shorter on an area between the cricket outfield and the housing estate on the Large Playing Field
Similarly, the Small Playing Field and the Cemetery
The condition of the War Memorial and the Stocks Tree was satisfactory
The Clerk undertook to contact the respective contractors

This is in conflict with the Village Design Statement and Local Plan Policy EF12 (Conservation Areas)
The proposed changes to the house willimprove its appearance, but the new garage and car port is the area of concern to the Parish Council

Councillor Hobbs
(a) Responded to the letter from the Parish Council on the subject of S.136 Payments
He explained that the decision had been taken to transfer financial responsibility
to those who enjoyed the benefit of the services, thus giving relief to the general
Council Tax expenditure
(b) Gave details of the Community Fund and said that grants were available to community organisations, such as the Village Hall and Sports Club, although preference would be given to those in deprived areas
(c) Gave details of a fortnightly Newsletter relating to the Police Community Beat Officers, which was available on e-mail
He undertook to arrange for Councillor Stammers to receive a copy

08. TRAFALGAR DAY
The Chairman introduced the subject and said that it was the bi-centennial celebration taking place over the week-end of 21-23 October
The suggestions for celebration events included a Service of Commemoration, a Lunch/Dinner Party using local products and lighting a beacon
The matter had been referred to the Village Hall Management Committee for consideration. That Committee was keen to take part, but had asked for assistance with the organisation of the event
It was agreed, in principle, to support the celebration and to set up an organising committeeCouncillor Stammers undertook to ask Councillor Jacobs to head the committee

09. TO RECEIVE COMMENTS / OBSERVATIONS FROM COUNCILLORS
Councillor Stammers
(a) Asked about the Enforcement Action of matters raised at the May Meeting
The Clerk said that he had been unable to speak to the Enforcement Officer, who was on sick leave
He undertook to follow up
(b) Reported that repairs were required to the fence on the perimeter of the Large Playing       Field
(c) Reported that the wire fencing on the perimeter of the Small Playing Field was in need of       repair/replacement. He also referred to the increasing number of beer cans on the site
(d) Reported that certain items in the Cemetery were in need of attention, including new       growth on the recently cut back laurel bush and substantial growth of rose bushes in three       grave spaces. Also, the railings had been removed at the top end, presumably prior to the       re-alignment of the footpath; the area was now overgrown and needed to be cut back
It was agreed to contact Mr & Mrs Rendell on progress of re-alignment of the footpath
Also, to arrange a working party to carry out the necessary works
The question of the provision by the District Council of a recycling compost bin was also raised
(e) Referred to correspondence from Mr.N.K.Lambert on the subject of Planning Application       05/00379/FUL. He said that he had discussed with Mr.Cruden, Legal Services Manager,       the matter of Declaration of Interests and had been given advice on the process, including       the definition of 'friend'.
      Councillor Stammers added that, as the result of this advice, he was satisfied that the       Council had acted responsibility

Councillor Mrs.Morlidge
(a) Said that Councillor Collett had related to her a driving incident which had occurred at the       Snitterfield turn off the A46
      She suggested that the situation would be improved by the provision of a slip road for       traffic turning left from the direction of Stratford
Councillor Hobbs undertook to follow up

There being no further business, the Chairman declared the Meeting closed at
9-20 p.m.
