MINUTES OF A MEETING OF SNITTERFIELD PARISH COUNCIL HELD IN THE VILLAGE HALL ON MONDAY 12TH JUNE 2006, COMMENCING AT 7.15 P.M.

Prior to the formal agenda, Mr. Charles Barlow, Rural Housing Enabler, Warwickshire Rural Community Council addressed the Meeting on the subject of Affordable Housing for Local People
He outlined his responsibilities and referred to the recommendations contained in the Snitterfield Parish Plan
He submitted for information a standard Housing Needs Survey questionnaire. He said that arrangements would have to be made for distribution to parishioners, together with a pre-paid envelope
He added that there would be no cost to the Parish Council in organising the surveyThe Chairman thanked Mr. Barlow for his attendance and his most informative talk. He asked him to maintain liaison with the Clerk on future action
He would arrange for information of the Survey to be included in the forthcoming issue of 'The Snipe'

04. MINUTES
The Minutes of the Meeting held on 8th May 2006, having been previously  circulated, were agreed and signed by the Chairman
05. MATTERS ARISING
  (a) Planning Enforcement Matters
The Clerk read a letter from Mr. Lech Kocon, Planning Enforcement Officer, in relation to Corner Cottage, The Green. It was stated that the Council's solicitor is to be instructed to commence proceedings to issue an Enforcement Notice requiring the removal of gates and piers
The Chairman said that he was concerned about the poor performance of the Enforcement Officers. Also, the Planning Officers' apparent lack of knowledge of the Parish Plan in considering Planning Applications
It was agreed that the Chairman should meet with the Chief Executive of the District Council to discuss these matters

Reported that there was evidence of moles in the Cemetery and Small Playing Field
Asked about the current situation with regard to the commemorative tree which had been in Atteys Field
Asked for action to be expedited regarding the street lamp at The Knob
The Clerk undertook to follow up these items

Enquired about the use of electronic circulation of the local Police Newsletter

Raised the matter of the speed of vehicles travelling in Pigeon Green
It was agreed that this was a matter of concern and that consideration should be given to the provision of traffic calming, as set out in the Parish Plan
There being no further business, the Chairman declared the Meeting closed at

NOTES OF PERIOD OF PUBLIC PARTICIPATION PRIOR TO MEETING OF SNITTERFIELD PARISH COUNCIL ON MONDAY 12 JUNE, 2006

Mr. Chatland
Pointed to the increased number of children using the facilities of the Large Playing Field and expressed concern of the potential danger of speeding vehicles in Wolverton Road
The Chairman said that the matter had already been brought to his attention. He had been in contact with Councillor Hobbs and, as a result, the County Council had undertaken to install a temporary warning sign. He acknowledged the need for urgent action
Said that there had been no further developments in the enforcement issues of the Trees in the Park and the removal of the hedgerows. He expressed his disappointment that there had been no further progress
The Chairman said that he shared the disappointment with the performance of the Planning Department and he would raise the matter during the formal agenda

Raised the matter of the street light at The Knob and asked that action be expedited to effect a repair
