| (a) | Affordable
Housing for Local People The Clerk reported that, in the opinion of Mr. Charles Barlow, the date of the next issue of 'The Snipe' being late November would be inappropriate for distribution of the Housing Needs Survey forms. He had, therefore, undertaken to arrange a team to hand deliver the forms in early October |

Charges Councillor Jacobs submitted a list of increases in charges for hire of the Village Hall. He pointed out that, in no case, could the increase be regarded as excessive and certainly not 100% |

| (e) | Overgrown Hedges It was noted that letters had not been sent due to the number of overgrown hedges in the Parish The Chairman undertook to submit an entry to the 'Link' magazine |

| (f) | N.H.S. Acute Services
Review Councillor Fitchford undertook to expedite a response to the consultation Councillor Jones spoke of the proposed changes to the provision of local community midwifery care in the South Warwickshire area. He submitted details of the proposals and said that, if implemented, they would be detrimental to parishioners. After discussion, it was agreed to make a representation opposing the proposed changes |
| 05. | COMMENTS/OBSERVATIONS BY COUNTY AND DISTRICT COUNCILLOR |
| Councillor Hobbs
reported on the current situation of certain ongoing planning enforcement
matters, viz., Fox Hunter Public House, Trees in The Park, Corner Cottage,
The Green, Oak Cottage, Bearley Road In response to Councillor Jacobs on the subject of speeding vehicles in Wolverton Road, he said that the road layout did not meet the criteria for a temporary speed camera. He would continue to press for appropriate action, including a temporary flashing sign Councillor Jacobs asked about the proposed remedial work at the top of White Horse Hill Councillor Hobbs said that the extent of the work had been agreed at a site meeting; it would be carried out as resources permitted Councillor Jacobs reported that a lorry was being persistently parked in the lay-by in Kings Lane Councillor Hobbs said that this was not illegal and was not a matter on which he could take action Councillor Hobbs said that he was aware that parking problems had recurred adjacent to the Mercedes Garage and he undertook to follow up He reported that he had found no potholes in The Green, but there was evidence of erosion at the edges of the highway There was also significant slippage of the bank, as reported Both matters had been referred to the Highways Department for action Reported that he had obtained a pack relating to the funding of youth activities. | 10. CLIMATE CHANGE AND SUSTAINABLE ENERGY ACT, 2006 |
| The Clerk submitted a circular
produced by the National Association of Local Councils and there followed
a discussion on the impact of the Act upon Parish Councils It was agreed that, in order for any proposals to take effect, the active support of parishioners would be essential It was further agreed that the Council would need to be seen to take effective measures with regard to the Village Hall in the efficient use of energy Further consideration was deferred until the October Meeting The Clerk undertook to make further enquiries regarding Best Practice |
