| 04. | MATTERS ARISING | |
| (a) | Street
Lighting Councillor Jones reported on enquiries made with regard to the provision of low energy lighting units. He said that the results had been disappointing, in that the relevant companies did not supply unmetered electricity. He submitted details of solar powered street lighting units, but doubts were expressed about the reliability of such units. It was agreed to seek evidence from other local authorities before considering the matter further. |

| (1) | Said that photographs of the village flooding were still required for submission to the relevant authorities |
| (2) | Said that the Planning Appeal in relation to the proposed gypsy site at Blackhill would be held on 4th October |
| (3) | Councillor Mrs. Mortlidge referred to the undertaking by the Highways Agency to replace trees planted along the stretch of road from Kings Lane to Park Lane. |

Mrs. Morlidge said that the view from the War memorial was obstructed
due to the height of adjacent trees. Councillor Hobbs undertook to follow up items (3) and (4) |

Mrs. Mortlidge asked how householders affected by the recent flooding
could claim the grant of £200 from the District Council Councillor Hobbs said that claim forms had been delivered to most of those affected. Any householder, who had not received such a form, should contact the District Council |

| 9. | CARBON REDUCTION PROJECT |
| Councillor Jones reported that the Committee had discussed the list of potential projects, previously identified |
| (1) | Recycling plastic and cardboard - an approach had been made to the District Council regarding provision of a collection service. Discussions were ongoing |
| (2) | Tree planting - efforts were being made to identify suitable sites for either 100 small or 10 large trees - certain suggestions were being followed up |
| (3) | Promotion of renewable energy tariffs - arrangements were in hand to transfer the electricity supply to the Village Hall to a green tariff |
| 10. | MATTERS ARISING FROM VILLAGE FLOODING MEETING ON 22ND AUGUST |
| It
was agreed that Councillor Stammers should be congratulated for his hard
work in organizing the meeting, which had proved to be an excellent forum
for the exchange of ideas Councillor Fitchford understood that Councillor Stammers had written to the Environmental Agency, detailing the concerns of householders and suggesting options toresolve the situation The Clerk submitted a letter from John Maples, MP, stating his interest in the flooding problem. He asked to be kept informed of any reports or the flooding and indicated a wish to visit affected areas |
| 11. | SNITTERFIELD SPORTS CLUB IMPROVEMENT PROJECT |
| Consideration was given to
a letter from David Pryor, Project Co - ordinator, Snitterfield Sports
Club, detailing the content of the proposed improvement scheme and the
possible sources of finances. It had been decided to phase the proposals;
the first phase would cost in the region of £250,000 The writer asked for support from the Council in two ways |

After discussion,
the Clerk was authorised to provide a letter of support in principle. |
| 13. | TO RECEIVE COMMENTS/OBSERVATIONS FROM COUNCILLORS |
| Councillor Jones |
| Reported that the Public Footpath off the Norton Lindsey Road had sustained severe damage following the recent flooding and, in some places, the surface had been washed away. He added that remedial work was to be carried out by the County Council |

concern about the state of the fire-damaged premises of the Foxhunter
Public House It was agreed to make enquiries about the current position |
| (2) | Stated his intention to expedite the Fire Assessment on the Village Hall |
| (3) | Queried the reason
for the roadworks on Wolverton Road. He was informed that it was to enable an electricity supply cable to be installed |

progress with revision of Allotment Tenancy Agreements. The Clerk undertook to expedite |

| Said that it was planned to hold a Bonfire and Firework Display at the Sports Club in November. Lee Hillier raised a levy at the shop to be used for the good of the village. He wished to pay such proceeds to the Parish Council for the purpose of sponsoring this event |

North Introduced himself as a Community Officer with the responsibility for the Parish of Snitterfield. He said that the Parish was now included in the Wellesbourne Safe Neighbourhood Team. Warwickshire Police was at the forefront of the introduction of Community Policing and , already, it had seen some success. It was the intention to have a higher profile policing in the village and to develop a closer liaisson with the parishioners He spoke of the scheme, Partners and Communities Together (PACT), which entailed meetings with local representatives to discuss any problems and to decide three most important issues for action He gave details of contacts at Wellesbourne Police station Ken Chatland |
